That only works on small scale when you can spend $$$ on a bottle or 5. On larger scale setup bio-balls still remain the best option.
In the more swanky parts of town they enforce the bylaw hecticly. Rather large fines are issued etc. I havent heard of a dog actually being taken...
@Zoom we have some very nasty bylaws here. If the dog barks more than 6 mins a day they can take it away and put it down.
