    It gives a mild tannin effect, yes. It doesn't lower pH (at least not very noticeably) like other tannin leaching methods, but has been indicated to have some antibacterial and antiparasitic properties.

    Some people use this on a regular basis, replacing the tea bags as necessary. For the most part, it's used for it's aesthetic effects, in trying to simulate tannin-stained waters from which certain fish originate. So, yes, whenever.

    It was discussed a bit in this thread, if you want to read others' experiences.

    The closest i ever felt to owning a display tank. Its a WIP but makes me happy knowing its mine.

    That looks good.
    One observation - is the hornwort in the rear left planted into the substrate, or weighted down?
    I have found that it grows best free floating. Planted or weighted down the bottom portion seems to discard its leaves, leaving you with empty stalks with bushy ends.
