Seachem make two very good products you mix with your food which encourage finiky eaters to eat. They are called ENTICE and GARLIC GUARD.
Crushed fresh garlic is good if crushed from a fresh clove and perhaps minced with some flake food. I wouldn't use the pre crushed stuff.
If you want the lights spectrum to do nothing but illuminate the tank I don't see why not.
