Yip definitely plumb your ro waste to your garden. I doubt it will make any difference to the plants vs normal water but it can't be bad either.
Definitely. The "waste" from the RO has had the chlorine etc removed by the carbon (usually second pre-stage) and actually has more minerals etc...
